Brian Meadows has received Berla CVST and CVSE certifications and training in vehicle systems forensics. Available locations, routes, connected-device identifiers, and vehicle-activity records can be compared with phone records, surveillance, and LPR observations.
His capabilities include chip-off acquisition: removing and reading memory chips directly when standard methods are insufficient. Available evidence and acquisition options depend on the vehicle system, version, and condition. Vehicle examinations are separately scoped.

We survey cellular coverage at relevant locations and along routes, then compare the observations with historical carrier records and other evidence. Clear maps help explain coverage variation and assess whether a proposed location or travel account is consistent with the available information.
A survey records conditions at the time of testing. Network changes, equipment, and test conditions limit historical comparisons; a drive test cannot pinpoint a phone’s past location. Fieldwork follows the agreed case scope.

Review supplied cellular and geolocation records for completeness, accuracy, and consistency with the requested scope. Identify apparent overproductions, missing material, and carrier errors for follow-up and correction with the producing entity.
Communication analysis
Identify relevant voice calls and messaging activity. Compare communications with available social media interactions, text messages, and other evidence to understand the sequence and context of events.
Pattern-of-life analysis
Examine recurring locations, daily routines, and changes in activity over the period covered by the records. Distinguish observed patterns from assumptions about a person’s movements or activities.

Map call detail records, data sessions, timing advance records, and other available geolocation information. Explain the precision supported by each source and identify gaps in coverage.

Full-case analysis & presentation
Meet to review the case, questions, and deadlines. Provide the relevant cellular records, social media, LPR observations, video, and other evidence.
We analyze and correlate the material, including pattern of life where supported, then build integrated maps, timelines, presentations and/or evidence video. Explanatory slides help judges and juries understand the technology, findings, and limits. Expert testimony is available within the agreed scope.
Year-round advisory access
Work through developing cases with an experienced analyst. We review returned records, identify gaps, and help draft and review the technical language of search-warrant requests.
Act early: retention varies by provider and record type. We help identify preservation needs before data becomes unavailable. Preservation and disclosure are separate steps; counsel directs the legal process.
Our 12-month Agency Partner arrangement includes unlimited reasonable advisory access and six mutually designated analysis-to-trial case packages, usable throughout the year. Production for those cases follows the agreed scope. Additional or unusually complex work, vehicle examinations, and training require separate approval; field surveys follow the case scope. Availability and response expectations are agreed in advance.
